The answer, with the useful detail.

VLC for Android can scan selected folders for local media. Choose only the locations you want represented in the library rather than indexing every accessible folder. This affects local-library organisation, not the provider’s channel catalogue or the application’s ability to open a supported network source. Distinguish indexing a file into a library from permission to open it. Narrowing scan folders controls browsing and discovery inside VLC; it does not necessarily revoke file access or remove the original media from its storage location.

Choose the library scope

A downloads folder can contain temporary or private media that does not belong in the main library. Folder selection makes the browsing experience more deliberate. Review which locations hold personal clips, temporary downloads, recordings and the media intended for routine viewing. Include only the folders appropriate for the shared device's library. If a location is removable, consider what happens when the drive is disconnected. A narrower scan can reduce clutter, but it is not a password or parental-control boundary for files someone can open through another supported route.

Understand nested folders

Selecting a parent can include its subfolders according to the app’s documented behaviour. Review the resulting list rather than assuming each child is independently excluded. Check the folder tree and the resulting indexed items after choosing a parent directory. A broad parent can encompass media you intended to leave out, so verify subfolder behaviour in the installed version rather than assuming each child remains unselected. If an unexpected item appears, inspect its storage location before deleting it; removing a library choice and deleting the underlying file are different actions.

Keep network media separate

A local-library scan does not discover every provider channel or account. Use the appropriate network or playlist route for those sources. Keep local folder selection separate from a network share, playlist or provider source configured elsewhere. Scanning Movies cannot create a provider channel catalogue or renew remote access. If a legitimate local file is missing, check whether its folder is selected, the storage is connected and the app has required access before changing account information or resetting VLC's complete preferences.

An example to work through

A household can scan its Movies folder without turning every file in Downloads into a visible library item. Review the indexed result after scanning, including any subfolders of Movies. If an unexpected file appears, adjust the chosen scan locations first rather than deleting the original media or assuming the provider catalogue controls local library entries.
