The #EXTM3U line identifies an extended M3U text playlist. It gives a parser context for the metadata that follows. A playlist saved as an HTML document, a login page or a word-processing file will not become usable simply because its filename ends in .m3u. The contents matter more than the extension.
Look at the first meaningful line
Inspect a private local copy in a plain-text editor. The expected header should appear as text rather than inside HTML markup. A response beginning with a web-page heading or sign-in form is evidence that the download returned a different resource.
Avoid rewriting the live source
Keep an untouched original before repairing a personal file. An editor may add formatting, alter character encoding or change line breaks. Use plain text and preserve each stream address on its own line. A remote service playlist may be regenerated on the next refresh.
Recognize the limit of this check
A correct header proves neither account validity nor stream availability. It only removes one basic parsing problem. If names load but streams do not start, the playlist has already passed a different stage from a file that the player cannot read at all.

An example to work through
A file named channels.m3u containing a customer login page is still an HTML response. Renaming it again will not turn the page into channel entries.
Questions about this topic
Is the header a channel?

Does a valid header guarantee playback?
